Overview Will D. Davis has represented major insurance companies, insurance holding companies and insurance trade associations since 1960, serving as outside general counsel to several companies, and advises boards of directors and management of insurance companies as to their duties and responsibilities.
He is active in representing insurance company clients before the Texas Legislature, the Texas Department of Insurance, the National Association of Insurance Commissioners and other state insurance regulatory authorities on all matters pertaining to insurance, with particular emphasis upon insurance legislation, examination, investments, financial activities, acquisitions, mergers, reinsurance and affiliate transactions under insurance holding company laws.
Will served as General Counsel for the Texas Department of Insurance and as an Assistant Attorney General of Texas before founding the Heath, Davis & McCalla law firm where he has represented major insurance companies, insurance holding companies and insurance trade associations since 1960. He has also testified as an expert witness on insurance issues in numerous court and administrative proceedings.
